:UPDATES: *affiliate update*Welcome to the (as far as I know) only character centric club to Billy Coen, that fine lady killer from Capcom's world renowned Resident Evil series, specifically in his case of Resident Evil Zero and Umbrella Chronicles fame. He's a former ex-marine who has been sentenced to death for the murder of twenty-three people in a mission gone bad in Africa. Unfortunately his story is kept relatively vague as he only appears in Resident Evil Zero and isn't mentioned afterwards, doesn't mean he's forgotten though he has fans plenty of them so I figure they needed a place to express that. So with that brief interjection glance through the rules and get all motherloved.
